Coordinated Specialty Care (CSC) is an evidence-based practice that has been shown to be effective for serving persons with first episode, non-affective psychosis. Its effectiveness and cost-effectiveness were demonstrated in the NIMH RAISE trial. CSC involves a multidisciplinary team that provides a full range of person-centered care. Certain components and the intensity of services makes it difficult to finance, limiting its implementation.
In this webinar we will describe strategies that can be employed to finance the full cost of a CSC program in both Medicaid and commercial insurance programs. We will present estimates of the marginal costs of including a CSC benefit on insurance premiums of under two dollar per member per year. We will compare CSC cost with the cost of routinely provided medical procedures and end with an argument for parity in insurance coverage.

David L. Shern, PhD was the President and CEO of Mental Health America (MHA), formerly the National Mental Health Association, from 2006 to 2012 and on an interim basis in 2014 following the departure of his successor. After leaving MHA Shern joined the staff of the National Association of State Mental Health Program Directors as a Senior Public Health Advisor. He also has an appointment in the Department of Mental Health at the Johns Hopkins. Prior to joining MHA, Dr. Shern served as dean of the Louis de la Parte Florida Mental Health Institute (FMHI) at the University of South Florida, one of the largest research and training institutes in behavioral health services in the United States. His work has spanned a variety of mental health services research topics including serving street dwelling individuals with SMI; epidemiological studies of the need for community services; the effects of differing organizational, financing and service delivery strategies on continuity of care and client outcome and the use of alternative service delivery strategies such as peer counseling and self-help on the outcomes of care

Douglas Robbins, M.D. completed his B.A. in English literature at Carleton College, and his M.D. at the SUNY, Downstate Medical Center. He completed his pediatric internship at St. Paul-Ramsey Hospital and the University of Minnesota Hospitals, and residency in general psychiatry and fellowship in child and adolescent psychiatry at the University of Colorado. He has been on the faculty of the Department of Psychiatry at the University of Michigan, Brown University, at Maine Medical Center since 1996, and the University of Vermont and Tufts University. Dr. Robbins has led inpatient, day treatment, and outpatient programs. His continuing focus has been on early identification and treatment, in children, adolescents, and young adults, of early stages of serious mental illness.
